I will need to write a persuasive speech about legalizing the use of performance

I will need to write a persuasive speech about legalizing the use of performance enhancindrugs for professional athletes.  My instructor told me that I need to spread out number numeral II more and to go always bring back the argument of persuading that it should legalized. As well as to always bring back persuading my audience. Attached is my draft that I submmited my professor, and it also includes my works cited.
